A very large company with licences and no habit

Deutsche Telekom had done the part everyone does first. The tools were bought, the policy was written, and the announcement had gone out. What was missing was the boring part: people knowing what to use it for in their own job.

The scale made the usual answer impossible. You cannot run enough live workshops for 18,000 people, and a content library on its own gets finished by roughly one person in ten. So it had to be a mix, and the mix had to work for a group that included engineers, service teams and senior management.
